Each upgrade at the Item Upgrade Station, the Augmenting Station's second page, adds a level; the ✦ number on a tooltip counts them. Items go up to level 30 for now, so how many upgrades one takes depends on its level: a level-10 piece takes up to 20. A weapon's damage rises 3.33% a level and armour's defence 20% a level; crit chance, crit damage, Energy Regen, Max Health and armour's damage bonuses rise 10% of their base for each upgrade. Tier I upgrade stones work on items from level 0 to 19 and tier II from 20 to 39, and the kind goes by the item's theme: Hunter for items without one, Ravager for monsters, Verdant for nature, Azure for water, Celestial for aether and Corrupt for the void (the official wiki). We don't have data yet on how many stones, coins and materials each step costs.
